Health Strategy
The Bureau for Europe and Eurasia health strategy outlines health needs of the E&E region, USAID’s objectives, and offers guidance for USAID’s Missions. This strategy, “Health Sector Strategy: 2005-2010 and Beyond,” is characterized by the following key principles:
- USAID will pursue more aggressive programs to track and combat the spread of HIV/AIDS, tuberculosis and multi-drug resistant tuberculosis.
- USAID will continue to support reproductive health and family planning to provide women with alternatives to abortion.
- USAID will clarify the trends and the causes of infant and child morbidity and mortality and address these issues where appropriate.
- USAID will examine and test feasible ways to help E&E countries address the adverse impact of non-communicable diseases and injuries in the region.
- USAID will respond to other critical health needs where needed and feasible.
This Strategy calls on USAID to invest its scarce health resources in pragmatic, cost-effective ways to improve the health of E&E populations in order to support a successful transition to democracy and free-market economies. It builds upon the region’s current epidemiological and economic realities and USAID’s experience and successes to date. It preserves a focus on HIV/AIDS, tuberculosis and reproductive health, while explicitly recognizing the enormous deleterious effect that non-communicable disease is having on the region. It seeks to address specific diseases or conditions more efficiently through simultaneous and equal attention to political commitment, prevention, primary health care, and health systems.
