Although the levels of trade and investment have increased rapidly over the past twenty years, global economic integration remains incomplete. The world's least developed countries hold 12 percent of the world's population, but account for less than one percent of global trade.

The U.S. Government has provided more than $6 billion in assistance to the people of Sudan since the signing of the Comprehensive Peace Agreement (CPA) in 2005. We have helped to stand up a new regional government tasked with rebuilding and governing the war-torn South. We have conducted wide-ranging civic education programs and immunized children. We have supported life-saving humanitarian and peacekeeping operations. We have worked to improve economic opportunities and public infrastructure. We have provided food aid, and we have supported Sudan's farmers and entrepreneurs.

Ever since then, USAID has maintained a presence in the Pacific through targeted assistance to improve health and the environment and to support disaster recovery.

We see in the Obama administration development as one of the most powerful tools we have for advancing global progress, peace and prosperity. The President and I believe that it, therefore, must be a vital part of our country's foreign policy. And when I became Secretary of State, here in this great space, I pledged to elevate development to its rightful place alongside diplomacy and defense as we tackle the many global challenges and seize the opportunities facing us.

With this large presence on the ground, USAID is a central player in the President's agenda to improve relations with Muslims around the world and to assist our partner nations in meeting their development goals. As the President said in his June 4 Cairo address, the United States of America is seeking a new beginning in our relations with Muslims around the world. Our work begins here at home in our conversations with Muslim American communities around our shared interests and common goals.

I am proud to say that USAID and the US Government have acted. And now, through the $ 63 billion Global Health Initiative recently announced by President Obama, we will accelerate our action. So far, USAID has joined with CDC in carrying out the President's Malaria Initiative. Together we have committed over $780 million to reduce morbidity and mortality from malaria in 15 sub-Saharan countries - including both Mali and Malawi. Most of this burden falls on infants and young children.

The Patrick Leahy War Victims Fund, the Marla Ruzicka Iraqi War Victims Fund, and the Afghan Civilian Assistance Program are specific USAID programs working to mitigate the short- and long-term impact that conflict has on civilian victims. While the programs provide direct services to those most in need, the capacity of local governmental and nongovernmental service providers are strengthened to address the most critical needs and build capacity to provide continuing services.

Strong oversight and accountability of our programs in these critical countries are priorities for USAID, including properly identifying the number of U.S.-hired contractors working in these countries. USAID, like our colleagues in the U.S. Department of Defense (DOD) and the U.S. Department of State (DOS), are committed to the terms of the Memorandum of Understanding (MOU) that was signed in July 2008 to maintain a database on all contracts in Iraq and Afghanistan. We are working closely with our interagency colleagues to adapt to DOD's Synchronized Pre-Deployment and Operational Tracker database, commonly referred to as SPOT, to function for USAID.

As my State Department colleagues have noted, the Merida Initiative is a timely and historic opportunity for the United States to expand our partnership with Mexico, as well as the countries of Central America and the Caribbean, to fight the international criminal organizations that harm the citizens and communities of all of our countries. This fight will be difficult and it will be long. But it is a fight that, by working together, we will win.

We are in a different struggle today, an ideological struggle against violent extremism and forces against freedom and justice. Forces that reminded us all on September 11, 2001 that the safer, more peaceful and prosperous world, of which we all dream, requires the leadership of the United States and the strong partnership of our friends and allies.

These cutting edge technologies provide opportunities for information not available a decade ago.

The events unfolding in today's global economy are indeed unsettling. I share the concern felt by everyone here in Doha for the impact of the financial crisis on our societies' broadly, and our most vulnerable groups. As President Bush has affirmed, the United States will meet our commitments, our obligations to the people in the developing world, and I know this same commitment is broadly shared among all present in Doha this week.
